Reuters is mistaken about Kacher’s title. Daniel Caine, a four-star general, is the Chairman of the Joint Chiefs of Staff, not Fred Kacher. Kacher, a Vice Admiral, is Vice Director of the Joint Staff, and assists the Joint Chiefs of Staff.
