Power outages are more the MO of State Actors, not tribal-warfare types. And didn’t we learn a decade or so ago, that “Al-Qaeda” was a database of Alphabet Agency “spooks” ? I think it’s an interesting topic to try to be ahead of the curve on. Timing is a little suspect, as well. Israel gets a little negative media attention and pushback, so it’s probably time for some “crisis creation”, er, I mean crisis management.
